E says, Max legal payload (triple trailer) < 3 (max legal payload of single-trailer trucks)

Load could be one of the factors in the accident for single and double trucks).  So, it is better to increase the usage of triple-trailer truck as it is permitted for load that is less than single and double trailer trucks)

In short, the argument is Using triple-trailer trucks —> less accidents —-> less highway deaths.

So, to reduce highway deaths it is better to increase the use of triple-trailer trucks (TTT)

Now E says, Maximum legal payload of TTT is less than maximum legal payload of STT (single-trailer trucks)

Now, this maximum legal payload may be facilitating in reducing the accidents. So, switching to using TTT will help.

I am not saying that it is an absolute strengthener but can be a mild strengthener.
