I chose D solely because the sentence starts with “Since” that a perfect tense necessary in this construction.

C is unidiomatic as allow is always accompanied by an infinite. — Is my reasoning correct?

“allows that” is incorrect. Some verbs always take the infinitive and not a that clause. (You should know that allow is not a bossy verb and cannot take the command subjunctive “be based on the funds …”)
