Its not subjective mood required in this question. This question require SVA, Pronoun and logic usage.
to be introduced next month, a modifier modifying A bill , is predicting something about future that is why magical word Would is required.
Option B and C are out.
every downtown parking meter is singular and requires singular verbs, shuts off and refuses. (Noun after every/each needs a singular verb)
Options A and D are out. Option E is clear and qualifies.
