On the GMAT, “which” never refers to a clause. It can refer to a noun (immediately preceding) or on some occasions, a noun phrase “noun1 + preposition + noun2”

Example of a noun phrase – A box of chocolates, a painting of sunflowers etc. The which will refer to box/painting.
