Some social workers are circulating a petition calling for the provision of a reasonable state pension for rehabilitated drug addicts, to support them and reduce their likelihood of returning to drug abuse. Most members of the general public are rejecting this petition outright as they believe that this petition would be rewarding substance abuse. Hi Binitdhume,

The view that is being criticized is

“this petition would be rewarding substance abuse”

Answer option A would be a good choice had the view been

“This petition and hence the pension scheme should not be implemented”

Since the view you need to criticize is the former, option C is a better choice. C refutes the view by pointing out that the pension is not rewarding substance abuse but trying to prevent substance abuse.
