C is incorrect because if Hevelia became a full‐service airport and a magnet for commercial and residential development, there is a strong possibility that Hevelia will be attractive to some passengers. In this case, you are against the expert’s position. To support/justify the expert’s position, you need to prove that Hevelia airstrip is not going to help in any way
