Indeed, both can follow announced 🙂
Technical view-All  sentences are legitimate 

however having taken all other differences in account if we need to take a view at verb tense angle in this sentence, past tense would be most apt for the following reasons :

the sentence describes an announcement made in the past — about something that was going on at that time in the past


if you’re going to use is closing, which conveys the sentence’s point of view in the present, then you should say have accounted (which is also seen from the present point of view), rather than accounted (past POV).

the OA makes sense if the company was in the midst of closing the stores (or had just begun to close them) at the time of the announcement.

Yes Amiya – ‘that’ after ‘announced’ would have been preferred – unfortunately, the OA doesn’t contain ‘that’. Our takeaway is that the GMAT then allows ‘announced’ to be followed by a clause without a ‘that’.

One of those cases in which we learn from the answer!

I would go for C, reason being TransWorld is closing 1/4 of its stores because of poor sales.


B, on the other hand, means, it is closing 1/4 of its stores and these stores were responsible for the poor sales – which is not the case here.

B. it is closing up to one-fourth of its stores, which accounted for its poor sales 


there is a ambiguity : which tends to modify STORES………………….AND ……….not 1/4th of its stores 

done in that way 

it seems to say : the corporation is closing 1/4th of its stores………AND……..all the stores accounted for poor sales……= the logical connect is missing

rather it should come out very clearly that :

1. 1/4th of its stores accounted for poor sales………………the corporation is closing THESE ( 1/4th of its stores) stores.

D: does this in a more elegant way :

…… closing 1/4th of its stores…………..WHY?……………….because of poor sales.

              Company announced it is closing its store because of blah blah..
              Company announced it was closing its store because of blah blah..
              company announced it will be closing its store because of blah blah..
      whats wrong in all three ..
