I didn’t get it right when I tried to solve it. But as you said B is the answer, here is the explanation.

Read the following sentences 1 & 2 leaving out the parts of sentences wihthin parentheses. Then read B. You will notice that B could be the inference. Re-read sentences 1, 2 and B including the parts of sentences within the parentheses. You will understand that B is more likely the inference.

1) It is even more important that we criticize democracies (that have committed human rights violations) than that we criticize dictatorships ( that have committed **more violent human rights offenses** ).

2) Human rights violations (are always inexcusable, but those) committed by governments that represent the will of the people are even more reprehensible than those committed by dictators.
