Official explanation says here in option C ‘creating’ refer back to lying. I thought it should modify “individual” since
‘ing’ modifier without preceded by comma, should modify immediate noun.
Where i am wrong? Is my understanding of rule correct?
I think your reasoning is perfectly fine. “creating” refers to “the individual”.
Ok but the official explanation says “creating refers back to lying” what does this statement imply?
that what they are saying is probably wrong. (If there were a comma before “creating”, it would have referred to the subject “lying”)

Sorry for repeating myself Aravind! Just for the sake of confirmation, this question belongs to OG 13 Q 126 and the solution i mentioned above is from the official Guide 2013. Does that mean, the official guide explanation can be distorted/ incorrect? Because I always consider Official guide as bible for any rule.
