in option E they is a pronoun ambiguity and the sentence is not meaningful

Option E is meaningful. Option E in other words:

“Drivers are as likely to exceed the proposed speed limit as they are likely to exceed the current speed limit”

It is just that certain parts of sentence are not repeated. I think, such omission of identical words is called ellipsis.

Option E does expand as mentioned by Sandeep – Drivers are as likely to exceed the proposed speed limit as they are likely to exceed the current speed limit. The omission of words without changing the meaning of the sentence is known as ellipsis.
