I think the answer is option D. Meaning is as follows, although it didn’t make much sense to me.
General market inactivity has provided little in the way of pricing guidance(Not sure what this means). This made things even more difficult in the recent times.

The intended meaning is that
General market inactivity is creating problems lately (means in recent times) – Even though it has not yet gone to the level of paralysis, it is inactive
This whole thing has resulted in providing little in way of pricing guidance.
