Qn no 131 of Advanced CR guide of current GMAT questions

I eliminated choices b, c and d. Between a and e I wrongly chose a, my qn is:  choice a should be eliminated as irrelevant because it says about non-hazardous waste, and how negating  choice e is breaking the argument. Pls explain.

yes you can..

1994 – total waste = 90 * No. of workers

Last year – total waste = 40 * No. of workers

In ‘last year’ if no.of workers is higher, then we cannot say that ‘total waste’ would be lower.
