The subjunctive in general is a verb form used to indicate that one person wants another person to do something

Example verbs: advise       prefer           request         suggest
ask            demand       order        propose        require          urge
command       insist                  recommend       stipulate

Structure to be followed for subjunctive: subject + subjunctive verb (any tense) + that + subject + verb in simple form

I recommend that he practice more

I insist that you stay for dinner

In your sentence above, “state mandates” is a noun. The subjunctive rule does not apply here
