No doubt the answer choice is A. Because pilfer and sell are parallel Why the answer choice does not follow Not only X but also Y parallel structure ? Can we use “Not only” without “but also” ?

“Not only…..but also” (very common) is the usual idiom. We’ve seen GMAT questions use “Not only……..but” (less common) and just “not only” (very rare) like in this question as well.
Can you please explain the correct usage of this unusual scenario?
