The U.S. Energy Department has already begun its much-awaited and well-planned endeavor to illuminate the remote villages of its states and the world, a project supported by government labs, private companies, and investors and consisted of hundreds of wind and solar energy systems.

B) will consist
C) consisting
D) is consisting
E) are consisting

I couldn’t understand why C is correct here.

you need something to be parallel to “supported” — a modifier to “a project”.

If you look closely, “consisted” is a verb, not a modifier. Only “consisting” works.

In parallelism, similar things should be placed in parallel. They need not necessarily have the same structure.
