Best way to solve these problems is to use the 2 * 2 table method.

It is a mutually exclusive, draw a table with rows and columns,

Let assume the number of people in Florida be 100.

Then, number of smokers be 40

Number of non-smokers will be 60.

With the given information provided, we can fill the rest of the boxes.

ND               10                  30                         40

Total            40                  60                        100

So the answer is B.
