I do not understand why E has been choosen as the answer. The answer choice E seems totally irrelevant to me to be considered as an answer.

I think its a typo in option E, If you see others option , those are not relevant to researcher’s hypothesis so can be neglected
E) Determining whether smearing various substances on new gear shaft causes them to become less responsive.
If you consider this option than his hypothesis makes sense.

Yes. I think it might be the typo. Don’t see any other reason why option E is the Correct answer.
