The sentence seems to imply that “relieving” happens at the same time as the action “the company announced”. However, “relieving” is an intended action. The company intends to relieve congestion by announcing something.

Hence, we should use not a (VERB + ing) but an infinitive (to + VERB)

The correct usage is “the company announced initiatives to relieve”

Any other reason for eliminating the options D and E. It seems parallelism is fine with all the answer options.
