If you need to join two clauses you need a comma –

an oil barge ran aground off the coast of San Juan, Puerto Rico, and its cargo of 750000 gallons leaked into the ocean;

if you have two items in a list do not use a comma –

I went to the restaurant and to the spa.

if you have more than two things, use comma before the and.

I purchased sofas, chairs, and curtains.
