Let me take an example:

Sarah was suggesting that the best way to solve poverty problems was by killing everyone below the poverty line.
Ben’s raised eyebrows, suggesting his utter disbelief, annoyed her.

[Okay, the first sentence need not be in past continuous – it could very well have been ‘Sarah suggested that…’ – I just needed to bring ‘suggesting’ into the picture.]
In the first case, ‘suggesting’ is a verb. Sarah is actually suggesting something.
In the second case, ‘suggesting’ is a participle. It is acting as an adjective and describing the noun ‘raised eyebrows’.
Now try applying this to the above question.

Correct Answer:A
I know that “suggests” here is wrong due to SVA thus b is completely out.Please help me with POE for the rest ..cannot  reach option A.

Also, to add to it, 

In D & E, “suggesting” acts as a participle and not verb and thus creates a sentence fragment. 
Correct me if I am wrong.

I am a little confused on this point. A participle is an adjective and modifies noun or pronoun. How is “suggesting” acting like an adjective and it is modifying what?? please help!!

Isn’t there an SVA error in option(C) ? 

(C) claims suggest that the economy might not be as weak as have been previously thought by some analysts

Not really. Option C uses passive construction and hence does not really follow Subject Verb Agreement 🙂
